Kāpiti Workforce Plan
The Kāpiti Workforce Plan helps guide work to strengthen local skills, training and employment outcomes.
It was developed to better understand current and future workforce needs across the district, including where there are skills gaps, employment pressures, training opportunities and pathways that could support both businesses and local people.
The plan supports a more coordinated approach across Council, the Economic Development Kotahitanga Board, education providers, employers, industry partners, training organisations and regional agencies.
Its focus is practical: helping businesses access people with the right skills, while supporting local people into training, work and career pathways.
Kāpiti Skills Hub
The Kāpiti Skills Hub is part of work to build stronger local training pathways linked to real employment opportunities.
The hub has been developed through collaboration between the Economic Development Kotahitanga Board, Kāpiti Coast District Council, Mills Albert and industry partners.
Its focus is on quality skills training that supports local and regional employment, with an initial focus on the civil construction sector.
Through the Mills Albert Pathways programme, local people can access qualification-aligned training designed to build skills for life and careers in civil construction.

Kāpiti Coast is home to education and training providers that support local skills, employment and business capability.
These pathways help people build qualifications, gain practical experience and develop the skills needed for local and regional jobs.
Te Wānanga o Raukawa
Te Wānanga o Raukawa is a tikanga Māori tertiary education provider based in Ōtaki.
Established in 1981 by the Raukawa Marae Trustees, Te Wānanga o Raukawa now offers qualifications from certificate through to master’s level.
Its programmes are grounded in mātauranga Māori and support learners to strengthen their identity as Māori while developing knowledge and skills across different industries. Many qualifications include iwi and hapū studies and te reo Māori studies.
Students can learn from home while attending regular noho, or residential seminars, at the Ōtaki campus.
Te Wānanga o Raukawa plays an important role in Kāpiti Coast’s education, Māori economy and workforce development landscape.
